Lucas supports the identification, design, monitoring and evaluation of projects and investments to achieve their maximum impact on development. In addition, he leads the implementation of impact evaluations and innovation testing to determine whether a new investment, product, service or approach is effective and whether it can be improved, replicated or scaled up. He also contributes to the generation and diffusion of knowledge from IDB Invest’s operational experience, its clients and the private sector.
Previously, he worked in the Competitiveness, Technology and Innovation Division, and in the Strategic Planning and Development Effectiveness Division at the IDB in Washington DC.
Lucas’ areas of interest are economic development, evaluation of development projects/policies and impact investments, productive development, and applied economics. His recent research includes publications in Regional Science and Urban Economics, Research Policy, Emerging Markets Finance and Trade, Small Business Economics and IDB WP Series, and chapters in several books.
He is a Ph.D. Candidate in Economics at Universidad de San Andrés (UdeSA), where he obtained his M.S. in Economics, and holds a B.S. in Economics from Universidad de Buenos Aires (UBA).
